Senior citizens receive lower berths
The Railways have implemented multiple rules to provide aid to senior folks. This makes their trip easier. Lower berths can be reserved for senior citizens. IRCTC advised senior persons of the ease with which they can be assigned lower berths. A passenger wrote on Twitter that he had booked a train ticket for his uncle and had requested a lower berth due to a leg ailment, but the Railways still offered him an upper berth.

Indian Railways explained how to book a lower berth for senior persons
Railways responded to the passenger’s tweet by stating that if you reserve a ticket under the general quota, you will only be assigned a seat if one is available. If there isn’t a seat available, you won’t receive it. If you book exclusively under Reservation Choice Book, and a lesser berth is available, you will be assigned one.
Lower berths are provided on a first-come, first served basis
Railways stated that seats are only granted to individuals who book under the public quota when there are seats available. These seats are available on a first come, first serve basis. There is no human intervention in obtaining a place on the general quota. However, you can ask TTE for a lower berth and negotiate one for yourself. If a lesser berth is available, you will receive it.
