S Jaishankar, External Affairs Minister, conferred with Andrii Sybiha, his Ukrainian counterpart, on the sidelines of the Munich Safety Conferences (MSC 2025) on Friday.
“It was wonderful to see Ukraine’s FM Andrii Sybiha on the margins of #MSC2025 today. We discussed ongoing attempts to resolve the Ukraine crisis.

Ukraine wants’security guarantees’: Zelenskyy tells the US
In another significant event, Ukraine’s President Volodymyr Zelenskyy talked with US Vice President JD Vance. The two met during the Munich Security Convention. My native nation requires “protection guarantees” before any talks to settle the Ukraine-Russia war,” Zelenskyy focused during his meeting with Vance.

Europe is covertly working on a plan to send troops to Ukraine for postwar protection.
Meanwhile, increasingly concerned that the United States’ security interests are elsewhere, a coalition of European countries has been covertly working on a proposal to send soldiers into Ukraine to help enforce any future peace treaty with Russia.
Britain and France are in the the leading competitors of the campaign, but specifics are limited. The countries involved in the talks are unwilling to tip their hand and offer Russian President Vladimir Putin an advantage if he agrees to negotiate an end to the war he started three years ago.

What is evident is that Zelenskyy requires assurances that his country’s security will be maintained until peace is established. The best safeguard would be Ukraine’s NATO membership, which has long been promised, but the US has ruled that out.
“I will not go into particular strengths, but I am aware that if there is peace, there must be some sort of security guarantee for Ukraine, and the UK will play a role in that,” British Prime Minister Keir Starmer said gently on Thursday.
The Europeans began considering what type of force could be required about a year ago, but the sense of urgency has intensified due to concerns that US President Donald Trump may go above their heads, and possibly even Ukraine’s, in order to reach an agreement with Putin.

Many issues remain unanswered, but one jumps out: what role, if any, does the United States play? European powers contemplate the way ahead. After Trump’s election but before he took office, a group of presidents and ministers convened with Zelenskyy at NATO Secretary-General Mark Rutte’s Brussels residence in December.
They came from Great Britain, Denmark, France, Germany, Italy, the Netherlands, and Poland. Top European Union leaders also attended.
The discussions centred on a suggestion proposed by French President Emmanuel Macron in early 2024. At the time, his refusal to rule out deploying soldiers in Ukraine sparked outrage, particularly among German and Polish politicians.
Macron appeared lonely on the European stage, but his proposal has subsequently acquired traction. However, much of what the force will look like and who will participate will be determined by the terms of any peace agreement, among other factors.
