Assembly Speaker : Today, South Korean National Assembly Speaker Woo Won-shik noted it would be a “evident violation of the Constitution” if the Prime Minister and ruling party exercised presidential power together.
Woo’s comments came only hours after Prime Minister Han Duck-soo and ruling People Power Party leader Han Dong-hoon promised to keep the pandemonium to a minimum by allowing the President to leave on time, according to Yonhap.
In an emergency press conference held at the National Assembly, Woo criticised the joint press briefing as “arrogant” and stated that “the people are the ones who transfer presidential power, and such a process should abide by the Constitution and the principle of popular sovereignty.”

“The impeach is only way in law to suspend the president’s accountability, and the Constitution stipulates the process in case the President cannot carry out his position of power,” Woo said.
He mentioned how a bid to investigate President Yoon Suk Yeol for implementing martial law was dropped on Saturday. All but three ruling-party lawmakers skipped the vote, resulting in a quorum shortage.

Assembly Speaker stated
The Assembly Speaker stated that he had discussed the subject with the Prime Minister over the phone and declined Han’s request for a meeting.
The Assembly Speaker also requested meetings between the ruling party and the main opposition to address the immediate suspension of President Yoon Suk Yeol’s authority and the resolution of the disruption caused by Yoon’s brief declaration of martial law last week.
