BPSC Protest : Highlights of the BPSC 70th Exam Protest

BPSC Protest : The dispute over the Bihar Public Service Commission’s (BPSC) 70th Combined Preliminary Exam continues to grow by the day. Students have complained about test irregularities, low question paper quality, and parallels between exam questions and example papers from coaching institutes. As a result, they are demanding that the exam be completely cancelled and retaken.

Parties in the opposition such as the Rashtriya Janata Dal (RJD), Congress, CPI (M-L), and Jan Suraaj are backing the students’ demands and accusing the government of jeopardising students’ futures. BPSC has dismissed these charges as “irrational” and has urged students to concentrate on preparation for the major exam.

BPSC Protest : Key developments thus far

The dispute surrounding the BPSC’s 70th Combination Preliminary Exam, which began on December 6, 2024, is still being discussed. The advertisement for this exam was issued in September 2024, and 483,000 individuals applied, with 325,000 taking the exam.

The exam was held for 2,031 positions, involving 200 SDMs, 136 DSPs, and other gazetted officer positions, making it one of the most significant vacancies in recent years.

The preliminary exam was conducted on December 13, 2024, between 12 and 2 p.m., and applicants answered 150 general knowledge questions.

Timeline of Situations

December 6: Students expressed worry about normalisation, accusing BPSC of promoting the practice. BPSC denied the charges as “rumours,” adding that there were no intentions for normalisation.

On December 13, a commotion erupted at the Bapu Pariksha Parisar (Bapu Examination Complex) in Patna, causing the question papers to be delayed. As a result, the BPSC has decided to re-schedule the exam for 12,000 candidates from this centre on January 4, 2025.

Protests at the Gardanibagh protest site intensified on December 18, with students asking that the exam be completely cancelled. The protest continues.

Irregularities reported in other centres

Although the BPSC has admitted the delay in question paper release at the Bapu Examination Complex in Patna, students are also alleging anomalies at other exam locations.

The Bihar government’s Bapu exam centre in Patna, scheduled to open in 2023, has also been called into question. While the Bihar government claims it is the country’s largest exam centre, capable of seating 20,000 applicants at once, cooperation between the BPSC, Patna District Administration, and the Bihar School Examination Board (BSEB) was apparently lacking, leading to the exam’s delay.

In a news release, the BPSC stated that the Bapu Examination Centre is under the administrative jurisdiction of the BSEB, with no immediate involvement from the BPSC.

BPSC Protest: Allegations about the question paper

Another major concern expressed by students is the topic of the question paper. Many students have noticed that the questions appeared to be at the level of a police recruitment exam and closely resembled model papers offered by coaching institutes.

In response, BPSC Secretary Satyaprakash Sharma stated that the exam paper is determined by an independent team of professionals, and that if the paper was simple, the cutoff would be higher, which should not be cause for warning.

He noticed that there were some similarities with coaching institute tests, but minimised their importance, claiming that these questions would not assist a candidate pass the examination.
