Sanjay Kaushik : The Justice Department has charged a 57-year-old Indian national with conspiracy to export controlled US aviation components to end customers in Russia. Sanjay Kaushik was detained in Miami on October 17 and indicted on Thursday, according to a Department of Justice press statement issued on Friday. He was accused of plotting to illegally export aviation parts with dual civilian and military uses to Russian customers in violation of the Export Management Reform Act.

Kaushik is also accused of attempting to wrongfully export a navigation and flight management system from Oregon to Russia via India, as well as making false claims related to the export. If convicted, he could face up to 20 years in prison and a $1 million fine for each of the indictment counts.

According to court records, beginning in March 2023, with Russia’s full-scale invasion of Ukraine, Kaushik worked with others to illegally procure aerospace equipment and technology from the US for Russian organizations.
According to the press release, the products were purchased under the false pretense that they would be given to Kaushik and his Indian company while in fact they were intended for Russian end consumers. According to federal officials, Kaushik and his co-conspirators got an Attitude Heading Referencing System (AHRS) from an Oregon-based supplier.
Certain countries, including Russia, need a Department of Commerce license for exporting components such as the AHRS. “To obtain an export license for the AHRS, Kaushik and his co-conspirators intentionally stated that Kaushik’s Indian company was the end purchaser and that the part would be used in a civilian helicopter,” according to a federal agent.
“Kaushik and the other defendants obtained the AHRS – which was eventually captured before it was exported from the USA – on behalf of and with the intention of transporting it, by means of India, to a customer in Russia,” said the press statement.
