India is considering a variety of measures to challenge Beijing’s ‘Made in China 2025’ action

India : According to sources, India is preparing to meet the challenges posed by Beijing’s ‘Made in China 2025’ plans, a three-phase effort to promote China as a high-tech manufacturing powerhouse by 2049, through a slew of indicates to check subsidised imports such as anti-dumping and anti-subsidy duties, inspection of orders and potential collaboration with Western nations.

The Made in China 2025 initiative gives incentives to high-tech enterprises such as electric car manufacturers, chipmakers, and producers of new and renewable energy equipment such as PV solar equipment, including loans with low interest rates and tax benefits.

“We cannot let China become a manufacturing superpower by exporting subsidised goods. India is using both options: applying anti-dumping and anti-subsidy levies, as well as enforcing quality control orders (QCO) to limit imports of low-cost commodities from China.

China was India primary goods supplier in 2023-24.

China was India’s main supplier of products in 2023-24, accounting for $101 billion in imports and $16.65 billion in exports.

While the Department for Promotion of Innovation and Internal Trade (DPIIT) is the primary body monitoring China’s actions, other Ministries and Departments, such as the Ministry of New and Renewable Energy, are also keeping an eye on the situation, according to the official.

China’s Policy

The ‘Made in China 2025’ strategy, introduced in 2015, aims to achieve 70% self-sufficiency in the technology sector by 2025, compete with other manufacturing rivals by 2035, and transform the country into a worldwide manufacturing powerhouse by 2049.

In FY24, China accounted for 56% of India’s overall solar PV cell imports and 66% of solar module exports, while in April-May FY25, it accounted for 68% of solar PV cell importers and 59% of solar PV module imports. So far, India has been the most affected by Chinese PV technology imports. In value terms, India’s solar PV cell and module imports reached a new high of $6.21 billion in FY24.

A bigger danger

“Going forward, as India takes up on its hi-tech production, such as semiconductor chip fabrication, cheap imports from China can pose a greater issue,” a source told .

With Western countries, particularly the United States and European countries such as Germany, growing concerned about Chinese high-tech products taking a larger share of the global market, New Delhi is considering partnering with other Western countries to confront the difficulty together.

“India aspires to work together with other nations, especially Western ones, to avoid China from harming indigenous companies.” Another insider claimed that this concept is being examined on several levels.

While China has stopped openly discussing the plan after nations such as the United States, Japan, and others strongly condemned it following its launch in 2015 on the grounds that it prioritised localised production and gave preferential treatment to local firms and organisations, reports suggest that it continues to carry out its plans.

“As China moves on to the next part of its goals, competing with other multinational rivals in phase 2, the Indian industry may face increased hurdles in a range of fields. That is why India must remain vigilant,” remarked an industry participant.
